    I believe this to be a
    British
    marksman proficiency badge indicating "best shot in a regiment or battalion" for Sergeants or Lt. Sergeants as indicated by a crown (best shot) above the two rifles(instrument) surrounded by a wreath(officer grade). I am uncertain of the period although I believe they might be prior to WW2.
